The Skilled Workers Initiative (SWI) was launched by Federal Councillor Johann N. Schneider-Ammann in 2011. Rising levels of immigration and the outcome of the popular vote of 9 February 2014 have served to increase the importance of the SWI.
Focus on four main fields of action:
- Upgrading skills
- Making it easier to reconcile family and working life
- Creating favourable conditions for older workers to remain economically active
- Promoting innovation
The EAER has the lead on the Skilled Workers Initiative. The federal government, the cantons and the social partners are responsible for implementing the relevant measures. An agreement to that effect was concluded between the federal government and the cantons on 19 June 2015. The specific measures are financed through the relevant federal agencies. Measures that fall under the remit of the cantons and social partners are determined and implemented by them.
